Summary

Responsible for constructing, energizing, troubleshooting, testing protective relaying and control schemes, and maintaining NERC Compliance in all substations and transmission systems, including SCADA system that monitors status, telemetry, and control the electric distribution and transmission systems. Perform the installation, testing, maintenance, operation and modification of the communication processors and equipment, battery systems, fiber optic multiplexers, substation equipment, metering system.

Essential Functions

* Assists with directing and leading the apprentice relay technicians in safely installing, repairing, and maintaining electrical equipment and SCADA in substations; * Coordinates and assist contractors and substation technicians in construction of substations and the commissioning of new stations; * Performs breaker maintenance, testing, change outs and additions, including electric, pneumatic, hydraulic, and spring operated breakers (NERC Compliance); * Install and modify settings for relays; * Performs relay maintenance, testing, change outs and additions to maintain NERC Compliance; * Interpret relay settings and schematics to design test procedures that verify proper operation; * Retrieve events from relays and analyze for proper operation; * Performs substation transformer maintenance, testing, change outs and additions, including power factor and TTR testing (NERC Compliance); * SCADA installations and checkouts; * Perform battery maintenance to maintain NERC compliance; * Collect and preserve oil samples for dissolved gas analysis; * Installs and helps designs the security for the stations (NERC Compliance); * Performs switching on transmission when needed; * Reads blueprints and diagram schematics; * Troubleshoots and repairs malfunctioning equipment using volt meters, ammeters, and related electric testing apparatus; * Performs the installation, preparation, and terminating of fiber optic cables, including OPGW and ADSS; * Interpret compliance language as it applies to NERC standards; * Assists with instructing coworkers in specific work techniques to assure tasks are accomplished in a safe, efficient manner; * Constructs all projects in accordance with the electrical engineering job projects and drawings and works with engineering to find solutions to any unforeseen field changes; * Notes and completes all end of project redline as-built drawings and documentation for engineering and GIS use and master repository functions; * Enforces departmental safety adherence to safety rules and regulations and instructs team members on proper work procedures; * Readily available and willing to perform periodic overtime work and will maintains reasonable contact to keep department, system operators and management up to date on project statuses or any items of concern; * Assist with assigning daily crew activities when the Substation Foreman is unavailable; * Performs other duties normally assigned to other work team members in their absence; * Troubleshoots the electric system and makes needed repairs in a safe and cost-effective manner; * Interpret test results to diagnose equipment conditions or issues; * Requests materials and supplies that are necessary to safely construct and perform their daily and project functions; * Constantly updates and keeps supervisor informed of crew's activity and provides weekly reports; * Mentors and assists Apprentices, making sure that they progress through the approved apprenticeship program in a timely manner; * Effectively works with electric distribution customers, developers, and contractors both internal and external to schedule and safely; construct all electric facilities in a timely and efficient manner; * Demonstrates computer and software proficiency on the software packages used; * Demonstrated ability to respectfully get along with customers and co-workers; * Regular and punctual attendance; * Demonstrates CPR, First Aid and ability to perform bucket truck rescue, confined space rescue, and to follow all City safety rules and regulations; * Performs other duties as assigned.

Qualifications

Completion of a High School Diploma or GED equivalent with four years of electric utility experience in installation and maintenance of electric mechanical equipment directly involved with electric substation and switchyards

Texas Class "A" CDL driver's license

Knowledge and Abilities

Knowledge of:

* Journey-level knowledge of general Substation construction and maintenance procedures; * Journey-level knowledge of Substation safety regulations; * Microsoft Office including Excel and Word and other programs associated with maintaining a substation or substation equipment.

Ability to:

* Work with and assist electric utility substation crews in the safe construction and maintenance of the electric substation system; * Repair and maintain relay systems, automatic changeover devices, control and printed circuits, supervisory control systems, fiber optics, and voltage regulating devices; * Work with oil and oil filled equipment ; * Work within enclosed spaces; * Read, understand, and follow departmental safety rules and safe work procedures; * Work courteously with other employees and customers.

Physical Requirements:

* Frequently stand and walk during the shift; * Frequently climb ladders, stairs, and inclined surfaces; * Comfortably work at heights up to 50 feet; * Frequently bend and kneel to read meters and pick up tools; * Continuously lift up to 25 pounds, frequently lift up to 50 pounds, and occasionally lift up to 100 pounds; * Frequently push and pull objects such as wire and panels; * Frequently flex upper trunk forward at the waist and flex at the knees in order to work in manholes, lift meters, and lift tools; * Frequently rotate upper trunk to the right or left while sitting or standing; * Frequently reach above, at, and below should height; * Coordinate eye, hand, and foot movement in order to drive and operate equipment.
