Summary

Under limited supervision of and in coordination with the Director of the Office of Emergency Management, the Deputy Director plans, develops, coordinates, implements, manages and monitors the City of Lubbock Emergency Preparedness programs; maintains the Emergency Management Plan to meet and conform with federal, state and local laws; coordinates emergency management response and recovery activities with City departments and personnel, outside agencies and the general public; advises the City Council, City Manager, Assistant City Managers, department heads, and involved staff on the status of response and recovery efforts; and coordinates public information efforts related to disaster preparedness and recovery.

Essential Functions

* Plans, develops, implements and administers City-wide policies and programs related to emergency management; * Ensures the establishment and maintenance of an Emergency Operations Center (EOC), which includes: operational readiness of weather radar monitoring capability; radio, telephone and computer access; an updated Emergency Management Plan; and sufficient and appropriate supplies, directories, call list, and reference materials; * Assist in measuring program effectiveness and recommends enhancements and improvements to the Director; * Serves as a liaison to other entities, department, and programs during joint emergency efforts; * Serves as the deputy point of contact for the City in emergency and/or disaster response situations; * Works in conjunction with local, regional and state entities for emergency and/or disaster response; * Initiates, plans and monitors the increased readiness actions among the City services when disaster threatens; * Coordinates and evaluates emergency operations drills and actual disasters to make recommendations to improve operations and/or response; * Consults and advises with City departments to analyze, facilitate and resolve emergency management issues; * Interfaces with federal, State of Texas and local agencies and organization on a routine basis to integrate and coordinate emergency response activities and to ensure conformance with federal, state, and local laws; * Drafts and submits monthly and annual activity reports as required by agencies at the local, county, state and federal levels; * Coordinates the development and execution of a public information program, including use of social media, to keep residents informed about the City's disaster preparedness activities, and the actions which would be expected of residents in the event of a disaster, including weather events; * Coordinates local emergency planning, develops emergency preparedness programs and provides information and training to the general public, city officials, city staff, schools, medical facilities, civic groups, and other outside agencies; * Maintains an up to date survey of existing personnel, equipment, supplies and services for use during an emergency; * Develops and monitors the annual budget for Emergency Management Program, researches grant funding; prepares or coordinates to have prepared, grant applications and administration of grant agreements; * Coordinates and manages with emergency management activities in the EOC as required; assists in the EOC on a 24 hour basis, when needed;

Other Important Duties:

* Performs such other related duties as may be assigned.

Qualifications

Completion of a bachelor's degree in emergency management,public administration or a related field with an additional five years ofemergency management experience, including program development, preferably in a government setting; or any combination of relevant education and experience which provides the following:

Valid Driver's License

Texas Emergency Manager Certification preferred

Knowledge and Abilities

Knowledge of:

* Municipal operations; * State and Federal laws, statutes, rules, ordinances, codes and regulations governing emergency management activities and functions; * FEMA's National Incident Management System (NIMS) and the Incident Command Structure (ICS); * Emergency Management phases of mitigation, response,and recovery.

Ability/Skills to:

* Communicate clearly and effectively, both verbally and in writing; * Utilize social media effectively, prepare clear and concise reports; * Develop and prioritize multiple tasks; related equipment or software; * Tactfully respond to requests and inquiries from officials, other government entities, staff and the general public; * Use good judgment and work effectively under stressful conditions; and build rapport and effective working relationships with staff, officials, and outside agencies.

Physical Requirements:

* Occasionally lift up to 10 pounds. * Occasionally carry up to 10 pounds. * Frequently reach below shoulder height. * Occasionally rotate upper trunk to right or left while sitting or standing * Coordinate eye, hand and foot movement in order to operate a vehicle.
