Job Description:


The Executive Director is responsible for the overall management and coordination of the Post Acute Services and Outpatient Services. Under the direction of the CMC Chief Executive/Lubbock Adult Operations he/she will oversee the day-to-day operations and direction of the Post Acute Services and Outpatient Services.


Management and Administration: Responsible for all identified outcome measures as denoted on Performance Assessment.
Responsible for management, administration, fiscal and resource management, coordination with community, strategic planning, marketing, and professional awareness.
Plans, organizes, and implements day to day operations within the context of the system goals and compliance with all applicable standards.
Assures, in conjunction with the Governing Council that the Post Acute Services meets all standards for certification and licensure, and staff members are appropriately educated regarding the certification and licensure requirements.
Assures, in conjunction with the Governing Council that the Post Acute Services are in compliance with the Civil Rights Act, the Age Discrimination Act, the Rehabilitation Act, the Americans with Disabilities Act, and the Safe Medical Devices Act.
Assures that the Post Acute Services meets all standards for accreditation and maintains compliance with state and federal regulations, which are applicable to the Post Acute Services.
Provides administrative leadership to assure appropriate patient volume, diagnostic mix, payor mix and reimbursement.
Exercises creative approaches to problem solving. Deals with conflict and problematic situations in an open and tactful manner respecting the dignity of others.
Facilitates and takes an active role in the quality improvements (QI) and program evaluation (PE) planning, implementation, and action plans for CIR, OWORC and therapy services. Participates in the QI and PE for all aspects of Rehabilitation Services and the health system as appropriate.

Fiscal and Resource Management: In keeping with corporate policy, implements an appropriate budget planning process for the Post Acute Services, prepares the annual operating and capital budgets and submits these for review and input by the Governing Council.
Monitors and controls on-going revenue and expense performance of the Post Acute Services comparing actual performance to the approved budget and preparing and submitting monthly budget variance reports with plan of action to remedy discrepancies.

Liaison and Coordination: Represents the Post Acute Services within the community and assures that important information is communicated to appropriate staff.
Coordinates program development activities with clinical staff in keeping with the strategic direction and plan for the Post Acute Services.
Ensures appropriate coordination of staff and activities.
Serves as the administrative liaison with the Post Acute Services medical staff and the at large medical community.

Strategic Planning, Marketing, Evaluation and Quality Assurance: Directs the Post Acute Services strategic planning and oversees all activities related to marketing and communication of programs and services.
Establishes, implements, monitors and, on a quarterly basis, analyzes results of performance evaluation as a qualitative and quantitative means of accountability.
Assures that the Post Acute Services participates fully in the designated reporting process as identified by the post acute care management system.
Establishes means to assure quality care of persons treated and optimal utilization of resources through such systems as utilization review, case record review, quality assurance, productivity analysis, and cost accounting program areas.
Maintains awareness of the marketplace and the Post Acute Services competitive position.
Ensures the operation of policies and procedures that maintain timely patient referral and admission processes.
Develops referral sources for the Post Acute Services and maintains contact with referral sources.

Professional Awareness: Maintains active involvement in local, state, and national organizations as reasonable and appropriate.
Remains current with changes in the marketplace, status of legislation, and trends impacting the Post Acute Services.

Additional responsibilities: Seek continuous improvement in all areas of responsibility.
Promote safety in the work environment.


Required experience and education for this position include:

Bachelor's Degree in Administration, Business or a health-related field 5 years of managerial experience and demonstrated understanding and support of the matrix concept related to health care delivery Experience in the specific management functions of finance, strategic Planning and marketing of health programs Interpersonal skills with ability to establish and maintain effective working relationships.
Ability to communicate clearly and effectively (oral and written) Proficiency of application software in the Windows environment to include word processing and spreadsheets Extensive knowledge of the use of grammar, spelling, punctuation, and structuring of sentences Knowledge of clinic policies and procedures Skills in exercising high degree of initiative, judgment, and discretion Ability to maintain confidentiality Flexible work schedule Some travel will be required.

Preferred experience and education for this position include:

Master's Degree in Healthcare Administration, Business Administration, or a related field Certified Healthcare Executive (CHE).
